PROFESSIONAL PROFILE

Mr. Campbell began his career with the Denver Board of Water Commissioners, serving in various capacities, including Chief Planner for the Denver water system. For several years, he oversaw management of Denver’s multi-billion-dollar water portfolio as Chief of Water Rights Acquisition, Protection and Development. In 1989, Mr. Campbell left public service to found Kiowa Resources, where he directed the acquisition of senior water rights and the development of an innovative water supply project concept that has been widely copied.
Mr. Campbell founded HydroSource in 1995 to provide water rights consulting and brokerage services. In the span of 28 years, Mr. Campbell has developed an unparalleled breadth of experience and technical knowledge in representing buyers and sellers of water rights, water valuation, and successfully managing large-scale water acquisition programs.
Mr. Campbell has testified on multiple occasions as an expert on water rights and water storage valuation in Colorado Water Court and condemnation proceedings.
