PROFESSIONAL PROFILE

Mr. Barber has represented both buyers and sellers of land, water rights and minerals. He has an extensive background in water issues on Colorado’s Front Range, including valuation of water rights, analysis of municipal water resource portfolios, and presentations to public policy groups on the future of water in the West. Mr. Barber is highly regarded as an “out-of-the-box” thinker, finding innovative ways to restore, manage, and develop water assets. As a native Coloradan, he has a strong interest in preserving agricultural productivity while addressing the demands of municipal growth.
Mr. Barber served as the project manager and primary author of the Arkansas Basin Implementation Plan, a component of the 2015 Colorado State Water Plan. Additionally, he provided ten years of leadership as Manager of the Pikes Peak Regional Water Authority.
Mr. Barber began his career in the Washington, DC real estate market. His experience included Development Manager of the Dulles Greenway, a $320 million privately funded toll road.
